Exchanging a foreign driving licence in the Netherlands

Moved to the Netherlands? Whether you can simply exchange your licence or need to take the Dutch driving test depends on where your licence was issued. Here is how it works.

Driving licence with a green check mark

EU, EEA or Swiss licence

With a valid licence from an EU or EEA country or Switzerland, you can drive in the Netherlands. If you live here, you can keep using it for a limited period, and you can exchange it for a Dutch licence through your municipality. The RDW explains the exact conditions and time limits.

Licence from outside the EU

If you move to the Netherlands with a licence from outside the EU/EEA or Switzerland, you can keep driving on it for 185 days. After that you need a Dutch licence.

Some non-EU licences can be exchanged, sometimes only for specific categories. The RDW publishes the list of countries and conditions. An international driving permit is only a translation and cannot be exchanged.

If you can't exchange: the Dutch test

If your licence cannot be exchanged, you need to pass the CBR theory exam and practical exam. The good news: the car theory exam is available in English, and with driving experience you usually need fewer lessons. Try the lessons calculator to see how many.

Step by step

  1. Register at your municipality (BRP) and get your BSN.
  2. Request DigiD. See DigiD and Mijn CBR.
  3. Check on the RDW website whether your licence can be exchanged.
  4. Can't exchange? Pass the theory exam and book a trial lesson.

Frequently asked questions

Can I exchange my foreign driving licence?

It depends on where your licence was issued. EU/EEA licences can usually be used and exchanged. Some non-EU licences can be exchanged, others cannot, and then you need to pass the Dutch theory and practical exam. Read exchanging a foreign licence in the Netherlands.

How long can I drive with a non-EU licence after moving to the Netherlands?

If you move to the Netherlands with a licence from outside the EU/EEA or Switzerland, you can keep driving on it for 185 days. After that you need a Dutch licence. Check the exact rules for your situation with the RDW.

I already drive in my home country. Do I still need lessons?

Usually fewer, but some. The Dutch practical exam tests local rules and habits, such as priority to the right, cyclists, trams and roundabouts. A trial lesson shows exactly what you need to work on.
